Thank you for this effort! Very constructive desperately needed contribution! Unfortunately those who believe in election integrity need to win elections under the present corrupted rules to effect change, particularly in ‘blue’ states. When we do win we must put these ideas into law ASAP.
Great bill. As a long-time campaign operative, election official, and sometimes poll watcher, all votes, including absentee/vote by mail, must be received by election officials by the close of election day. I would eliminate drop boxes except for being located inside government offices under watchful eyes, if then (I hate dropboxes). I would also require any absentee ballots be printed on special paper and provided by election offices, not copied or provided by others. Kudos for curbing ballot harvesting.
It doesn't matter what's in the bill, the use of demographic invasion has destroyed any prospect of a normal election ever. All that is required is one more 'amnesty' like that signed by Ronald Reagan and no amount of tinkering with ballots or voting methods will matter.
Also, because of apportionment, the states with the largest normalized immigrant populations will increase their number of representatives in the House. Nothing we do about elections will change this, either.

Great work; I just wish it had been out earlier, in time for the preparatory work before each legislative session. The time period beginning right after a legislative session ends is the critical period for legislation for the following session. Waiting until the session has begun, as it has in Florida and probably many other states, to even begin conversations with legislators is unfortunate timing. Perhaps it can be addressed in more states in the 2025 sessions; such work should begin no later than mid-2024.
Naomi, the bill MUST include that states conduct forensic audits - not recounts, risk limiting audits, etc. as these audits do nothing but double check that the ballots add up - Forensic audits will reveal voter and ballot fraud, ballot mishandling etc - this is CRITICAL. Unfortunately source code is only one of many vulnerabilities the machines have. Election machines have been thrown out of every country in Europe because it's impossible to prove that they are not rigged. In the US, analysis of machine counts from the 2020 election, using data from 700 of the 3,000 US counties show that every one of them altered the count to reach pre-defined results.
Why is voting free? Elections cost money. If people want to vote, fine. But they have to pay a fee to cover the costs of the election. Charge each voter $5 to vote. A tally would be kept of money taken in. If the money taken in doesn't add up to $5/vote there is something fishy going on.

The Democrats will never pass this bill. The bill still won't stop people from miscounting the votes. Elections don't work. Republics always fail.
Government is the problem. Voting for an evil institution won't end the evil institution.
