Can you remove intent and knowledge of the means from this discussion? Someone directed the bureaucrats, seeded the policy ideas, pushed them out of the safety zones we know they love.
You focus on elites, but it seems there's something of a moral equivalence between them and all those people on Twitter and elsewhere who wish harm or mandates on those who oppose the Covid vaccines. These people want a return to normal, think the only way is the vaccine, and don't care a whit about the rights or reasons of the unvaxxed. The only difference from the global elites is that they lack power.

I grew up in the communist regime and was a political refugee granted an asylum in the US. It's heartbreaking for me to see my adoptive country embracing and perpetuating the cruelty of the similar flavor as the system I had escaped from. Very well documented and I think things are much simpler. Joseph Campbell talked about the circle of compassion, who is us and who is them, who we care about and who we don't and often exploit and mistreat.
On the most basic level we can see this in the treatment of animals. What did Hitler say about the Jews? He called them sub-human. What did slave owners say about slaves? It's really the same thinking from those elites, because what are the poor masses always called?-animals.
There is a metaphysical law that says as above so below. How much consideration does the average person have for the hamburger on their plate, the life that animal lived, how it was treated, how it was killed.
That's how these elites think of the rest of us.
And just to say, the issue is not a hunter gatherer killing an animal that has lived its life free and wild. Hunter-gatherers like the native Americans had tremendous respect and relationship for those animals. We don't. Factory farms are an abomination and to a certain extent the global elites want to turn the whole planet into one big factory farm with us as the animals.
We are simply receiving from those with power over us the same consideration we give to those below us that we have power over.
Even though I've used the example of eating animals and using them for medical experiments, the main point is the circle of compassion and respect.
One of the things about Buddhism is that it talks about all living beings, the infinite compassion of the Buddha for all living beings. May all beings be well, may all things be happy. Every living being is inside the circle of compassion.
This is in direct contrast to the biblical view that we are the crown of creation and everything else is more or less here for us to use. The issue is not the bible verses that say this, it is the arrogant selfish closed hearted point of view that it was written from. If that particular book was never written, the attitude would still be there-and that particular book has been deeply influential.

You've just described Corporatocracy. National borders are just an illusion. The multinational corporations use the democratic process and buy the politicians and media to achieve their goal of expanding profits. It's a drop in the bucket to give every legislator in the US Congress 10 million dollars to do their bidding especially if it pays dividends into the future.
It dwells in the hearts of many, this bland evil. A radical disregard for anyone outside of themselves. I've seen it recently when a friend, who I thought was a kindly fellow, remarked that oppressing others isn't so bad, as long as you are on the side of the oppressors. Needless to say he views my refusal to be injected and the subsequent ostracisation from society, as something that I deserve. I did it to myself.
